Updated October 1, 2026: The federal government decided not to implement the announced secondary-suite loan. This article replaces the earlier launch guidance and removes unsupported claims about forgivable loans and green incentives.

The Canada Secondary Suite Loan Program described in our December 2024 article did not become operational. Budget 2025 confirms that it will not be implemented. Homeowners should not include that proposed loan in a project budget.

What the original announcement said

The 2024 Fall Economic Statement proposed loans of up to $80,000 at 2% over 15 years and an early-2025 launch. Those were announced terms, rather than an available application program. The announcement did not support our description of this federal loan as forgivable or our suggestion that it included separate green-technology incentives.

A different financing route

Separate rules allowing insured mortgage refinancing for eligible secondary-suite construction took effect January 15, 2025. The federal regulations describe that financing route. It involves refinancing a mortgage, with its own eligibility and costs. It does not provide the proposed 2% loan. Ask a lender for the actual terms applicable to your property before committing to construction.

Keep the building plan grounded

A good suite plan still starts with local approvals, a complete construction budget and a design that deals with fire separation, moisture, ventilation and heating. Review the insulation and air-barrier details while they can still be changed on drawings. If an energy evaluation is part of the plan, confirm the assessment scope for the building before promising a separate label for a suite.

The Canada Greener Homes Loan mentioned in the earlier article is also closed to new applicants; October 1, 2025 was the last application day. Existing borrowers should follow their own approval and completion requirements.

The practical decision is the same: establish which financing is actually available, then choose a building design and operating budget that work under those terms.
